PORT-AU-PRINCE (Reuters) - Clutching involuntary attack rifles, truckloads of U.N. infantry patrolled the streets of Haiti"s cracked collateral on the day after the trembler strike last month, clearly preoccupied to the wretchedness around them.

World&&&&Natural Disasters

Cries for assistance from people digging for survivors in collapsed buildings were drowned out by the bark of heavy-duty engines as the infantry plowed by Port-au-Prince but interlude to stick on rescue efforts, majority less lead them.

A usual steer since they were deployed in 2004, the U.N. infantry huddled in the shade of their canopied vehicles.

There were about 9,000 uniformed U.N. peacekeepers stationed in Haiti when the upheaval struck on Jan twelve and they were the judicious "first responders" to the mess in the bankrupt Caribbean country, whose notoriously diseased executive supervision was impressed by the scale of the tragedy.

Initially, however, nothing of the peacekeepers appeared to be concerned in hands-on charitable service in what puncture healing experts report as the vicious initial 72 hours after a harmful trembler strikes.

Their reply to the abominable pang was singular to you do security and seeking for looters after the bulk 7.0 upheaval intended majority of the collateral and took what Haitian President Rene Preval says could be as majority as 300,000 lives.

There was looting in the capital, but it paled in some-more aged with the astringency of the charitable crisis.

Horribly-injured patients flooded overstretched hospitals, forcing healing staff to confirm that patients to yield and that were already as well far left to try saving.

"Doctors played God," pronounced Tyler Marshall, a maestro former Los Angeles Times match operative with an general assist organisation that helped out in a tent city erected at the tallness of the destruction on the drift of Port-au-Prince"s University Hospital, the country"s largest.

Scores of U.N. crew died in the quake, together with Hedi Annabi, head of the U.N. mission that was set up in 2004. That helps insist what majority have criticized as a glacially delayed kickoff of service operations after one of history"s misfortune healthy disasters.

But in the days and weeks that followed it mostly seemed that lessons from alternative disasters were abandoned in Haiti as fears of rioting or anarchy overshadowed concerns about removing assist out quickly.

The U.N."s tip charitable assist official, John Holmes, is between those who have chided service agencies, together with the United Nations itself, for you do as well small to assistance Haiti.

"We cannot ... wait for for for the subsequent puncture for these lessons to be learned," Holmes wrote in a trusted email initial published on the website of the biography Foreign Policy.

"There is an obligatory need to progress significantly genius on the ground, to urge coordination, vital formulation and sustenance of aid," pronounced Holmes.

Edmond Mulet, behaving head of the U.N. mission, concurred in an talk that it played a singular charitable purpose in the initial couple of days after the trembler since the operations were effectively decapitated.

"At the unequivocally commencement it was unequivocally formidable since all the domicile was utterly broken and all the care of the mission was killed," Mulet told Reuters.

"CRIMINALS AND BANDITS"

Mulet gained prominence for wielding an iron fist during a prior army as head of the U.N. mission when he led mostly Brazilian "blue helmet" infantry in a successful crackdown on Haiti"s heavily armed gangs.

And he has finished no tip about sophistry the competing needs of service operations with law enforcement, in his bid to lane down the some-more than 3,000 inmates who took value of the trembler to shun from the main prison.

"We are here additionally to yield security," he pronounced when asked about the mess of convoys of rifle-wielding U.N. infantry to poke for people trapped in the rubble of the busted capital.

"I still have to patrol, I still have to go after all these criminals and bandits that transient from the inhabitant penitentiary, the squad leaders, the criminals, the killers, the kidnappers. I cannot unequivocally confuse myself from you do that."

The service mission shifted in to higher rigging after U.S. infantry deployed in large numbers and set up a supply sequence to get food and disinfectant in to areas great out for aid.

But there were still majority bottlenecks and setbacks, mostly involving U.N.-linked food distributions hobbled by unsound organization, reserve and throng control.

Unfortunately, U.N. infantry in Haiti have over the years gained a repute for toughness and abuse some-more than for easing pang in the lowest nation in the Americas.

"The usually time I"ve seen one of these U.N. infantry burst out of the behind of a lorry was to kick up on somebody or take a shot at them," pronounced a piece of the U.S. Army"s 82nd Airborne Division, as he worked security during a new assist handout.

Haiti"s wrecked infrastructure and bad ride links finished it formidable to get assist out and keep it flowing, but that frequency finished the incident opposite from that in alternative new disasters around the globe.

Many Haitians non-stop them up usually to toss them afar in offend since no French or Creole-language instructions were enclosed with the assumingly invalid packets of dust, explaining that they indispensable to be churned with H2O as piece of their preparation.

Rajiv Shah, head of the U.S. Agency for International Development, has touted the Haiti service mission as "the largest and majority successful general poke and rescue bid ever fabricated in history."

But some-more than 6 weeks after the upheaval hit, the mission is still mostly in an puncture reply mode. The U.N."s World Food Program is tying the food rations to 55-pound (25 kg) bags of rice and the Haitian supervision estimates that a million upheaval survivors are still vital in the streets in temporary encampments with no using H2O or toilets.

Doctors are roughly finished traffic with dire injuries but reconstruction for a little 40,000 amputees and rebuilding Haiti"s health infrastructure are between long-term challenges.

"This is unequivocally a mess of Biblical proportions," pronounced Lewis Lucke, who was the USAID executive in Iraq prior to entrance to Haiti as U.S. ambassador.

U.N. and alternative officials have pronounced the tellurian reply to Haiti"s upheaval was quicker and some-more in effect than in alternative new disasters, together with the Asian tsunami that killed 226,000 people in thirteen countries in Dec 2004.

But experts contend the United Nations has a lot to sense from smaller, some-more nimble healing groups similar to International Medical Corps, or IMC, and Paris-based Medicins Sans Frontieres, along with charities some-more experienced in distributing aid, such as CARE and Catholic Relief Services.

Kuah, who concurrent service efforts for IMC, a California-based organisation that had rarely learned doctors treating patients in Haiti twenty-three hours after the trembler struck, stressed the "need for speed" when it comes to saving lives.

"When you ask yourself if there were ways you could have prevented some-more mortalities or discontinued additional mortality, with earthquakes, in particular, it"s some-more timing than anything else," pronounced Kuah.

These are issues that electorate will need to weigh as they watch the debate.

I had been tied together to my father for thirty years when he unexpected seemed to have a brainstorm he left me for an Italian woman, changed to Italy and tied together her. Now, usually 6 months after they married, he has died of a heart attack.

The complaint is that this alternative lady is organising the wake and has finished it transparent she doesnt wish me there. Shes not permitting the young kids any contend in the service, either. I"m so unequivocally upset. What can I do?

Yours sincerely, Eileen

You are by no equates to the usually chairman whos suffered this problem. Its one of the vicious ripples caused by divorce, something that still has the energy to harm even years and years later. I cant equate the series of funerals I"ve been to in that the initial mom or wives have been utterly airbrushed out of the total stage similar to a small Soviet personality whos no longer in favour. Even my own mom didnt get a discuss by the chairman who delivered the acknowledgment at my twice-married fathers funeral. True, she"d been prolonged dead, but an confirmation of her hold up would have been a joy to me.

Your incident is quite touching since you had been tied together to your father for thirty years and this lady had usually been tied together to him for 6 months.

You have to remember, of course, that the actuality you"d been tied together so prolonged contingency have been agonising for your ex-husbands new wife. She contingency feel heated possessiveness that you had him for such a length of time, and that you knew him so majority improved than she did. Not usually that, but you had his children. She, on the alternative hand, had 6 measly months. So maybe you can find it in your heart to concede her to take on the wake in a wholeheartedly greedy way. She had small sufficient of the man compared to you. Let her have her moment, by herself.

I can well suppose you tossing and branch by the night, devising yourself branch up at the wake in Italy, ready to go in black, a puzzling figure at the behind of the church who, at the finish of the service, sweeps off similar to a small Greta Garbo impression in to the woods, causing amazement and report between the mourners. But dont be tempted. In reality, it would be horrible not usually for her, but for you.

And appreciate your propitious stars that this wake is, at least, receiving place abroad, since as if majority of your ex-husbands oldest friends will be in England, not fancying a outing out to Italy to attend the wake of an old crony organized by a lady they hardly know.

So because dont you and the young kids organize a unequivocally big and superb commemorative use for your ex right here at home, in a integrate of months from now? You will be means to do just what you like, have all the carry out you want, and, even better, you will have loads of time to plan it and have it special.

If you would similar to to, you can even organize a commemorative tree or board in your husbands name, so that there will be somewhere where you and your young kids can regularly go and lay flowering plants and think about him.

Of course, if you wish to be all spiritual so spiritual that you"ll roughly be immorality you"ll have an additional guest on the list of invitees. And thats his second wife. If zero else, you will show her just how unequivocally attractive people behave.

Readers say...

Shes still in shock

You need to accept that you husbands new mom is pang the goods of a shock bereavement, and alternative than to gatecrash the wake and means a scene, your options are unequivocally limited.

Write her a warm, sensitive letter, acknowledging her loss and explaining that you and the young kids would similar to the event to compensate your respects by attending. Avoid observant anything that could be interpreted as critique of her, him or their relationship. Tread lightly, as she will be unequivocally fragile.

Her position might soften, but regardless, you will have finished all that you can in the circumstances.

Have your own service

My ex-husband changed to Greece with his new partner, and when he died not prolonged ago she organised the wake out there and my young kids had unequivocally small submit in to the arrangements. I felt unequivocally sad, as we had regularly been on great conditions and I would have favourite to have gone, along with majority of his friends and in truth a small of his family.

So we organised a commemorative use for him. Not in a church but firstly on the beach circuitously the home, as he desired the sea and outlayed majority happy times on that sold beach. We threw flowering plants in to the roller and pronounced a small prayers and goodbyes together. We afterwards went to a circuitously beer hall where any who wished stood up and talked about their memories of him.

We laughed about old times and my young kids learnt a small some-more about the chairman he was and how he was so well thought of. It gave us all closure and felt good.

Turn up anyway

Eileen should buy the majority impracticable set of weeds that she can find and attend the wake in full violence and hair-and-clothes-rending mode. She should have certain that everybody hears that the Italian trollop killed her ex with assumed final and that he was about to lapse to Eileen anyway. That should put the cat between the pigeons and have certain that the internal village had something to report about for the rest of the year.

Alternatively, in about 6 months she should hold a commemorative use of her own, somewhere close to a great pub.

Send him off in style

There are dual issues here: first, your pique at remarkable bereavement, and second, your distinct feeling of progressing betrayal.

You might feel that the Italian lady has usurped your right to weep your father of thirty years" standing. This is positively not the case. The Italian lady (much improved to face your demons and call her Maria or whatever, by the way) might honestly have desired your father for the short time they were together. Let her cover up his physique and weep him alone if that is her choice. You (and your children) might not be means to do this, but you are still free to applaud the hold up of a man you have loved.

Do so, with style, before long after his burial, possibly with a church commemorative use or with the majority measureless party, and entice all those who knew and desired him together with his Italian woman. She wouldnt come, but you will feel so majority better.

Near-frictionless solid element combined utilizing nanotechnology

The finish outcome is a diamond-like CO element mass-produced at the nanoscale that doesn"t wear. The new nano-sized tip, researchers say, wears afar at the rate of one atom per micrometer of shifting on a substrate of silicon dioxide, majority reduce than that for a silicon oxide tip that represents the stream state-of-the-art. Consisting of carbon, hydrogen, silicon and oxygen molded in to the figure of a nano-sized tip and integrated on the finish of a silicon microcantilever for make use of in atomic force microscopy, the element has technological implications for atomic imaging, probe-based interpretation storage and as rising applications such as nanolithography, nanometrology and nanomanufacturing.

The significance of the find lies not only in the distance and insurgency to wear but additionally in the tough substrate opposite that it was shown to perform well when in shifting contact: silicon dioxide. Because silicon -- used in roughly all integrated circuit inclination -- oxidizes in ambience combining a thin covering of the oxide, this complement is the majority applicable for nanolithography, nanometrology and nanomanufacturing applications.

Probe-based technologies are approaching to fool around a widespread purpose in most such technologies; however, bad wear opening of most materials when slid opposite silicon oxide, together with silicon oxide itself, has exceedingly singular utility to the laboratory.

Researchers built the element from the belligerent up, rather than cloaking a nanoscale tip with wear-resistant materials. The partnership used a frame technique to fashion monolithic tips on customary silicon microcantilevers. A bulk estimate technique that has the intensity to scale up for blurb production is available.

Robert Carpick, highbrow in the Department of Mechanical Engineering and Applied Mechanics at Penn, and his investigate organisation had formerly shown that carbon-based thin films, together with diamond-like carbon, had low attrition and wear at the nanoscale; however, it has been formidable to fashion nanoscale structures done out of diamond-like CO until now.

Understanding attrition and wear at the nanoscale is critical for most applications that engage nanoscale components shifting on a surface.

It is not transparent that materials that are wear-resistant at the macroscale vaunt the same skill at the nanoscale, lead writer Harish Bhaskaran, who was a postdoctoral investigate at IBM during the study, said.

Defects, cracks and alternative phenomena that change element strength and wear at perceivable beam are less critical at the nanoscale, that is because nanowires can, for example, show higher strengths than bulk samples.

The study, published in the stream book of the biography Nature Nanotechnology, was conducted collaboratively by Carpick and postdoctoral researcher Papot Jaroenapibal of the Department of Mechanical Engineering and Applied Mechanics in PennSchool of Engineering and Applied Science; Bhaskaran, Bernd Gotsmann, Abu Sebastian, Ute Drechsler, Mark A. Lantz and Michel Despont of IBM Research-Zürich; and Yun Chen and Kumar Sridharan of the University of Wisconsin. Jaroenapibal now functions at Khon Kaen University in Thailand, and Bhaskaran now functions at Yale University.

ADHD Girls Grow Up with Mood Problems LiveScience

Weve prolonged listened about the disastrous stroke of courtesy necessity commotion (ADHD) on immature kids andteens. We know ADHD can lead to educational problems, problems with friends and socializing, significantsleep problems, and critical concerns in alternative areas of a childs orteens life, such as increasedcriminality for those with ADHD.

But what does the destiny hold for them? Do these immature kids grow up to be well-adjusted adults?

We know from before investigate (e.g., Biederman et al., 2006; Faraoneet al., 2006) that by immature adulthood, majority people who were diagnosed with ADHD as a kid or teenager go on to humour from attentiondeficit commotion symptoms. Previous studies have additionally shown that boys with ADHD have a significantly larger lifetime risk for antisocial, mood and stress disorders compared to those who were not diagnosed with ADHD.

But what about girls? Little has been well known about their lifetime risks if diagnosed with courtesy necessity disorder. Are they the same, improved or worse than boys?

In a not long ago published investigate (Biederman et al., 2010), researchers set out to answer that question. They assessed 262 kid and teenage girls both those with an ADHD diagnosis and those but initially, and afterwards eleven years after on a range of mental health issues. Assessment was finished with a standardised structured evidence talk (called theSCID), ordinarily used in this sort of research. It allows researchers to get a flattering transparent evidence design of an individual. Although the researchers werent means to re-interview each investigate theme at the 11-year followup, they had a great 69 to 75 percent follow-up rate.

After determining for the baseline mental health problems the researchers rescued in people at the primary assessment, girls diagnosed with ADHD were significantly some-more expected to humour eleven years after from antisocial, mood, anxiety, developmental and eating disordersthan girls but ADHD. Girls with courtesy necessity commotion were farmore expected than those but to have destiny problems with depression, anxiety and eremitic behavior.

A lady diagnosed with ADHD as a kid or teenager suffers from vital or clinical basin and stress disorders at majority higher rates 20-25 percent than a child with ADHD (3-8 percent). Professionals call this "co-morbidity" when dual disorders start together. A lady with ADHD is far some-more expected to rise basin or stress than a lady but ADHD, or any child in general.

Now heres the joyless piece of the researchers commentary 93 percent of the girls with ADHD had perceived a little form of treatment. Most 71 percent perceived a multiple of remedy and psychotherapy,21 percent perceived remedy alone and 1 percent perceived psychotherapy alone.

There are 3 ways to appreciate this data. One is that notwithstanding the majority appropriate believe and efforts, were still not you do a really great pursuit in assisting provide people with ADHD, generally when it comes to addressing associated problems. Two, that were so focused on treating the presenting complaint courtesy necessity commotion that we miss saying the building signs of alternative mental health concerns. Or three, that people with ADHD are simply compliant due to genetics, family credentials and upbringing, or a little alternative reason to removing some-more mental health problems.

The researchers additionally found that at the eleven year follow-up, a full 62 percent of the girls could still expected be diagnosed with ADHD.

These commentary are unchanging with before investigate commentary that foundADHD is a poignant risk cause for vital basin (which is the majority usual mood commotion diagnosed), stress disorders, and alternative mental health concerns. I think this interpretation adds to the existent investigate display that were blank something critical here, as well as the ineffectiveness of most stream diagnosis strategies for courtesy necessity disorder.

Greek open in isolation zone strife over purgation

Renee Maltezou and Ingrid Melander ATHENS Tue Mar 9, 2010 1:27pm EST

ATHENS (Reuters) - Greece"s new austerity package has driven a wedge between private and public sector workers, pitting resentful private employees against civil servants seen as privileged over who should pay for the country"s debt crisis.

World

Under pressure from markets and EU partners, the government announced a new austerity package last week worth 4.8 billion euros ($6.53 billion) in savings, including a hike in VAT and duties, cuts in civil servants" income and a pension freeze.

Labor unions called strikes and polls showed that while Greeks accept the need for sacrifices they mostly opposed this package. On the streets of Athens, ordinary Greeks said the austerity was not hitting the right people.

"People are divided over the measures, because half are civil servants and the rest of us, the idiots, work to support civil servants. Why should I be paying for them?" said 58-year old businessman Yannis Kotoulas.

A survey by polling agency GPO on behalf of MEGA TV taken between March 4 and 8 showed 60 percent of 1,400 people surveyed disapproved of the new measures, while 39 percent backed them.

About half approved a cut in civil servants" holiday pay and a 52 percent majority still have a positive opinion of Prime Minister George Papandreou and prefer his PASOK party to the conservative New Democracy.

The most unpopular measure, opposed by three-quarters of respondents, was a 2 percent hike in VAT, widely felt to be hitting the poorest.

Some Athenians said opposition to the measures came largely from civil servants.

"The reason people are 50-50 is because this is a battle between the public and the private sector," said 32-year old IT technician Nikos Papadopoulos. He said he believed the measures were necessary and he would not strike.

SPOILED

Greek civil servants receive on average higher salaries, work fewer hours and retire earlier than their private sector peers. About half a million are on the government payroll, and another 300,000 work in the wider public sector.

By law, civil servants cannot be sacked and are seen by many Greeks as a major source of corruption, especially in town planning authorities, tax offices and hospitals. Jobs in the public sector are often secured through political patronage. The number of civil servants tends to swell before elections.

"What is crucial for the government is to convince people that the measures are fair as well as effective," said Costas Panagopoulos, head of ALCO pollsters.

An ALCO poll over the weekend also showed respondents were divided. Panagopoulos said that a tax bill expected later this month should help show that high earners were also affected and create more acceptance for the measures.

Unions have stepped up opposition to the cutbacks. A second nationwide strike in two weeks is planned for Thursday and more frequent smaller walkouts have hit parts of the administration.

Analysts said people did not really believe they would change the government"s course with these protests, largely viewed as symbolic, but warned things could get tougher with the government if it does not show quickly that the measures work.

"Now people respond to announcements. When they become measures and they feel them in their pocket ... you will have far more serious demonstrations. They will not be as civilized as they are now," said Yanis Varoufakis, professor of economics at the University of Athens.

African Barrick Gold IPO labelled at 575 pence

LONDON Fri Mar 19, 2010 3:40am EDT Stocks & &

LONDON (Reuters) - African Barrick Gold (ABG) priced its initial public offering (IPO) at 575 pence per share, at the bottom end of the 550 pence to 650 pence range, ahead of the start of trading on Friday.

Deals

The price for ABG, the biggest flotation in London in almost two years, values the company at about 2.33 billion pounds ($3.6 billion). London-headquartered ABG is likely to be admitted to the FTSE 100 Index.

Parent firm Barrick Gold Corp (BGC) (ABX.TO) -- the world"s largest gold miner -- is selling 100 million shares, or a quarter of ABG, and retaining the rest.

The offering of ABG, the world"s 16th-largest gold miner, is occurring as economic recovery kicks in and concern about euro sovereign debt recedes.

Net proceeds of the offer are expected to be about 547 million pounds which the group will use to repay loans to Barrick Gold of about $575 million and use the remainder to pay a one-off special dividend to the members of the Barrick Group.

"We are delighted with the strong support received for the IPO of African Barrick Gold, and are especially pleased by the level and quality of investor demand in the current market environment," said Chief Executive Greg Hawkins.

The deal is being arranged by J.P.Morgan Cazenove (JPM.N), and Morgan Stanley (MS.N).

The IPO is London"s biggest since New World Resources" (NWRS.L) $2.5 billion offering in May 2008, according to Thomson Reuters data.

ABG, one of Africa"s five largest gold producers, said it produced about 112,200 ounces of gold in the first two months of 2010, exceeding the year-earlier figure mainly due to the start of production at the Buzwagi mine in Tanzania in May 2009.

RWE says to cut Biblis A chief plant bucket

Tom Kaeckenhoff FRANKFURT Wed Mar 24, 2010 2:55pm EDT

FRANKFURT (Reuters) - German nuclear operator RWE said on Wednesday it will cut production at its Biblis A nuclear plant this weekend to keep it running another year.

Without curtailing output, the 1,225 megawatts reactor in Hesse state would only be able to stay online for another six months under a 10-year old exit deal, which gave reactors finite volumes and required them to shut after 32 years of operations.

"We will scale Biblis A down to between 40 and 50 percent of total load at the weekend," said Gerd Jaeger, the head of nuclear plants at RWE Power, the group"s generation unit, in an interview with Reuters.

"We do not want to create hard facts by making plants exhaust their quota and reach the end of their operations," he said.

The government has said it will agree rules for German reactors under an energy plan in October at the latest, interim results of which may be published in May.

Jaeger said RWE does not want to risk for 35-year old Biblis A -- which he said offered safe power generation free of carbon dioxide -- to be closed permanently in the meantime.

RWE rival EnBW said a month ago it was reducing output of its reactor Neckarwestheim 1 to extend its remaining lifespan from the spring into the autumn.

A court decision is still pending on whether RWE may also borrow quotas from its younger Lingen plant to tide Biblis over.

Jaeger also said that RWE was talking to rival E.ON about the possibility of E.ON lending Biblis spare quotas from its Stade reactor, which it closed in 2002.

"We aim to get an agreement as quickly as possible," he said about the talks.

RWE reopened the Biblis A block last weekend after one year of closure for maintenance and revamps.
